BACKGROUND INFORMATION:

As part of the 2019 Bond Program voters approved the reconstruction of Goodwin Lane, from FM 306 to Conrads Lane, and Conrads Lane from Goodwin Lane to IH 35.  Goodwin Lane will be widened from 2 lanes to 3 lanes and will include a 10’ shared-use path on the east side and a 6’ sidewalk on the west side; Conrads Lane will reconstruct the existing traffic lanes and include a 6’ sidewalk on the south side.  Each roadway will include dedicated turn lanes at warranted intersections, compliant ADA elements, improved pedestrian elements, and underground drainage structures.  This project will also eliminate two (2) low-water crossings at Alligator Creek at Goodwin Lane and the minor Alligator Creek tributary at Conrads Lane with an elevated bridge and a box culvert bridge, respectively.

Utility improvements paid by New Braunfels Utilities will consist of installing sewer main lines, new sewer manholes, water main lines, and water valve adjustments.

The City issued a competitive sealed proposal for construction on October 10th 2024, and received two proposals on November 4th 2024.  The project team selected Capital Excavation Company who submitted the low bid of $22,817,977.14 for the roadway and drainage improvements and $1,983,569.80 for utility improvements for a joint-bid total of $24,801,546.94.  Staff recommends including an addition of $1,500,000 in owner contingency for the city portion bringing the total construction for roadway and drainage improvements to $24,317,977.14.

Raba Kistner Consultants, Inc., will perform material testing. The estimated scope includes a not-to-exceed fee estimate of $143,265.06.
