ISSUE:
The subject property was annexed into the City of New Braunfels in 1974 as part of an annexation of properties west of Loop 337 along Altgelt Lane and Wald Road. Comal County is requesting disannexation of the subject property from the City Limits stating the property will be part of an upcoming Comal County road project including realignment of a portion of Altgelt Lane and a new bridge over the Dry Comal Creek. Comal County recently purchased the 3-acres out of three larger tracts of land from a private landowner.
By disannexing the land, the Comal County road and bridge project will be located completely outside the City Limits of New Braunfels and will allow the County to maintain the road and bridge after the construction of the project is complete.
The property is currently undeveloped, is zoned “R-2” Single and Two-Family District and “M-1” Light Industrial District, and is completely within the floodway of the 100-year floodplain (1% annual chance flood hazard zone).
The proposed request would be in keeping with the following adopted guidelines in Envision New Braunfels:
• Action 8.21: Promote regional cooperation and sharing of resources.
• Regional Planning
o Assure the long-term fiscal health of New Braunfels, and that policy decisions do not create any undue financial burden on the City or others.

FISCAL IMPACT:
None. The 3-acres is owned by Comal County, which is exempt from paying city land taxes. The 3 acres will become right-of-way owned and maintained by Comal County.
