BACKGROUND INFORMATION:
The City of New Braunfels submitted five project areas from the original Citywide Pedestrian Improvements Project, considered in the 2023 Bond Program, to the Alamo Area Metropolitan Planning Organization (AAMPO) Transportation Alternatives project call in 2023. A resolution of support for this funding submission was approved by City Council on June 12, 2023. The Citywide Pedestrian Improvements Phase 1 Project will improve pedestrian connectivity by completing sidewalk gaps and addressing Americans with Disabilities Act (ADA) compliance for the following areas:
- Alves Lane & Brooke Avenue
o Includes a segment on Alves Lane from Fisher Way to the Timmerman Park Trail and enhanced pedestrian crossings on Brooke Avenue and Alves Lane.
- Christus Santa Rosa Area
o Includes segments on E. Austin Street, N. Houston Avenue, and Lakeview Boulevard
- Hinman Island Drive
o Includes segments on Hinman Island Drive, N. Liberty Avenue, and E. San Antonio Street
- County Line Road & FM725
- Oak Run Parkway
o Includes segments between Hunters Trace and Hunters Village
The New Braunfels Economic Development Corporation (NBEDC) funded the final design and construction for the project. On May 21, 2026, the NBEDC approved funding in the amount of $700,000 for the City’s 20% match of the construction funding, construction contingency, and construction administration services. The City Council approved the NBEDC expenditure on July 13, 2026.
Construction of the AAMPO Citywide Pedestrian Improvements Project Phase 1 is being funded through an Advanced Funding Agreement (AFA) between the Texas Department of Transportation (TxDOT) and the City of New Braunfels with a 20% match from the City funded by the NBEDC. The estimated project construction cost in the AFA was $1,739,830, with the maximum funding available from AAMPO in the amount of $1,391,864, or 80% of the actual construction cost.
The City released a Request for Proposals (RFP) on May 13, 2026, and received six bids on June 23, 2026. Rucoba & Maya Construction was evaluated to be the lowest responsible bidder with a bid amount of $1,376,657.21. The City received concurrence and approval by TxDOT on August 7, 2026. An additional 10% of the construction cost in the amount of $137,665 is recommended to be allocated for construction contingency.

• Look for opportunities to reconnect the community by mitigating barriers to community connectivity.
FISCAL IMPACT:
NBEDC and AAMPO, through an AFA, have approved funding towards the AAMPO Citywide Pedestrian Improvement Phase 1 Project. The AAMPO will fund 80% of the construction cost at $1,101,325.77 and the NBEDC will fund 20% of the construction cost at $275,331.44, a 10% construction contingency at $137,665, and construction administration at $168,724.50. The costs for both funding agencies are below the authorized amounts; therefore, there is sufficient funding for this project.

RECOMMENDATION:
Staff recommends the approval of a contract with Rucoba & Maya Construction, LLC for the construction of the Alamo Area Metropolitan Planning Organization Citywide Pedestrian Improvement Project Phase 1.
