BACKGROUND INFORMATION:
Pursuant to the City Charter, Article III, Section 3.05 (b) Election of Mayor Pro Tem, which provides, in pertinent part: “At its first regular meeting following the meeting at which the official election returns are canvassed and the results are declared of each year, the City Council shall elect from among its members a Mayor Pro Tem who shall serve at the pleasure of the City Council, and he shall perform all the duties of Mayor in the absence or disability of the Mayor….”
