BACKGROUND INFORMATION:
The City of New Braunfels Parks and Recreation Department has requested that the no parking ordinances for Cypress Bend Park be amended due to outdated language in the existing code and recent restructuring of public parking and water recreation loading zones in the park. New ordinance language was drafted to clarify the necessary parking restrictions in the park, which preserve traffic flow on the park roads and in the parking lots, as well as emergency vehicle access. In addition, some of the water recreation loading zones were recently reduced, and the available space must be clearly identified as public parking areas or no parking areas.
Public parking is available along the west side of Jesse Guerrero Cir from the intersection with the south park road to the entrance of the next parking lot to the north. It is also available in marked designated parking spaces within the parking lot areas of the park. By approving these ordinance revisions, staff will be able to post signs and enforce them when vehicles park in unauthorized areas of the park.
ISSUE:
The Parks and Recreation Department request updated ordinance language to support necessary parking restrictions in the park and to be able to post enforceable signs.
FISCAL IMPACT:
Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY 2024 approved streets and drainage budget.

RECOMMENDATION:
Staff recommends establishing no parking zones along portions of Jesse Guerrero Circle and authorizing city staff to prohibit the parking of vehicles in the park parking lots other than in marked designated parking spaces.
