BACKGROUND INFORMATION:
On June 12, 2023, City Council approved a Professional Services Agreement with Quiddity Engineering, LLC (Quiddity) for final design plans, specifications, and estimates for the rehabilitation of San Antonio St. from Krueger Ave. to Loop 337 and Water Ln. from IH 35 to San Antonio St. as part of the 2023 Bond Citywide Street Program.
The scope of work included but is not limited to a mill and overlay, base repair, curb replacement and addition of sidewalks. Quiddity is also performing design work for NBU to design the replacement of the water and sewer lines along San Antonio St.
The water and sewer line work in the roadway has shifted the City’s portion of the project to a full reconstruction. Because of this the engineering team needs to perform a full Geotechnical study for pavement design that was originally not in the scope of this project.
During 30% design, the existing culverts on San Antonio St. near the QT gas station were assessed for structural integrity. Based on the assessment, Quiddity and City Staff recommend the culverts be replaced. The original scope did not include the drainage analysis of the culverts or the design of the culvert structure.
The City included sidewalks in the original scope of work that end at the TxDOT right of way on Loop 337. TxDOT previously added pedestrian crossings and signals across Altgelt Ln. and across Loop 337 that tie-in to the sidewalk in front of the QT gas station. Upon further analysis the addition of a pedestrian crossing is needed in this location due to the heavy pedestrian traffic in the area.
Quiddity Engineering, LLC has provided a fee for the additional design at an hourly not to exceed amount of $66,612.

- Develop a sidewalk inventory and process to assess pedestrian connectivity and Americans with Disabilities Act (ADA) accessibility and establish priorities for funding, constructing and maintaining pedestrian improvements.
FISCAL IMPACT:
This contract modification for additional design services, at an hourly not to exceed amount, is $66,612. Sufficient funds are available in the 2023 Bond Program, Proposition A.
