BACKGROUND INFORMATION:

The Conrads Lane Improvements Project is one of the approved projects in Proposition A of the 2023 Bond Program.  The project limits run from Goodwin Lane to the Union Pacific Railroad tracks and include an improved 2-lane roadway, widened intersections with dedicated turn lanes, improved drainage infrastructure, a shared-use path, and improvements at the Goodwin Lane intersection.

 

ISSUE:

To accomplish this project, the City must acquire right-of-way and temporary construction easements from approximately 13 parcels.  The City issued an on-call contract with Cobb, Fendley & Associates in January 2024 to provide right-of-way acquisition services.  Staff recommend utilizing that contract with Cobb, Fendley & Associates provide right-of-way acquisition services for this project at an estimated cost of up to $95,635.

 

The expenditures will cover the firm’s professional services as well as pass-through expenses for appraisal-related services.

FISCAL IMPACT:

Funds for the acquisition of right-of-way and easements, as well as consultant fees, are incorporated in the project budgets in the 2023 Bond Fund, therefore sufficient funds are available.
