BACKGROUND INFORMATION:
City Council unanimously approved the first reading on September 11, 2023.
Staff received a request to install pavement markings on southbound Klein Way at Klein Road due to safety concerns. Klein Way is a two-lane roadway with 40 feet of pavement width that primarily serves as access to NBISD schools and bus barn. The pavement width of Klein Way north of Klein Road, the lack of existing pavement markings, and the high traffic during school drop-off and pick-up is causing drivers to begin forming their own queues for turning right or left from Klein Way onto Klein Road. However, it was unclear which “lane” the through traffic on Klein Way should be using. This condition poses a potential safety risk because Klein Way south of Klein Road has only one receiving lane for southbound traffic.
In response to this request, staff conducted preliminary observations to confirm the issue and then assigned the traffic study to a third party on-call traffic engineer for further evaluation. While conducting the study, the school traffic and potential for pavement markings on Klein Way near the schools and Settlers Crossing was also investigated. The results of that study can be found in the attached traffic study memo. The recommendation from the third party traffic engineer is to install pavement markings and a no parking zone due to the new pavement marking layout eliminating on-street parking on portions of Klein Road. Staff will be moving forward with the installation of the attached proposed pavement marking plan and is seeking approval of the no parking zone accompanying the pavement marking plan.
The request and proposed improvements have been coordinated with the Police Department and NBISD.
ISSUE:
A recommended pavement marking plan for Klein Way between Klein Road and Settlers Crossing requires areas of parking restrictions.
FISCAL IMPACT:
Traffic control signs cost approximately $150 each. The city has specific annual funding for the installation of pavement markings. The cost estimate for these pavement markings is $40,620.10. Sufficient funding is available in the FY 2024 approved streets and drainage budget.Recommendation
