Approval of a resolution recommended by the New Braunfels Economic Development Corporation approving a project expenditure, not to exceed $1,308,404 to the City of New Braunfels for a professional services agreement with KCI Technologies, Inc., for final design of Kohlenberg Road, a project authorized under 501.103 of the Texas Local Government Code.

BACKGROUND INFORMATION:
In September 2022, at a quarterly workshop meeting, staff presented the New Braunfels Economic Development Corporation (NBEDC) with results of a survey in which the Board ranked eligible economic development projects. Kohlenberg Road was ranked as the 2nd highest priority.
The Kohlenberg Road project aims to improve the connectivity between FM 1101 and IH-35, provide pedestrian connectivity to the proposed Mayfair Park, and to support the growth and development in the area. To accomplish these goals, Kohlenberg Road will be widened from a two-lane to a four-lane road with turn lanes at major intersections, drainage infrastructure will be added, and a new traffic signal at FM 1101. Pedestrian and bicycle accommodations will also be included.
The NBEDC received a final update presentation at its meeting on July 20, 2023. The project scope and final cost are included in the agenda packet. The Transportation and Capital Improvements Department has requested to include a 10% contingency due to unknowns in project design coordination with existing businesses in the area.
ISSUE:
Voters approved Kohlenberg Road construction costs in Proposition A of the 2023 Bond. This expenditure will fund the final design cost of this transportation project.
FISCAL IMPACT:
The NBEDC has adequate funds for this project expenditure.
