BACKGROUND INFORMATION:

The City of New Braunfels is designating the River Road Principal Arterial thoroughfare requirements in the Regional Transportation Plan (RTP). River Road represents a transportation corridor within the City and Comal County Extraterritorial Jurisdiction (ETJ) from Loop 337 to Heuco Springs Loop Road in the City’s RTP and Veramendi Development Agreement between the City and Word-Borchers Ranch Joint Venture. River Road is also in Comal County’s Major Thoroughfare Plan from the city limits near Loop 337 to Hueco Springs Loop Road and FM 2673. The published city and county maps have not been updated to reflect the Veraemendi Development Agreement.

 

The Veramendi Development Agreement designated the River Road thoroughfare between Loop 337 and Heuco Springs Loop Road right-of-way requirement of 90 to 104 feet when executed in 2013. The right-of-way allows for a four-lane divided roadway with sidewalks. Typically, property owners dedicate one-half of the right-of-way required per the thoroughfare plan at subdivision plat. For a segment of River Road, the Veramendi Development Partnership owns both sides of the existing roadway and proposes to dedicate the required right-of-way width on one side of the roadway. The designation is intended to clarify and memorialize the dedication requirements for potential future buyers and owners of the subject property and to clear approvals of current plat applications.

 

The existing River Road right-of-way is approximately 50 feet. The amendment will designate the full right-of-way dedication, increasing the right-of-way by 40 to 54 feet, from the west side of River Road from Heuco Springs Loop Road to the future Hill Country Drive Arterial thoroughfare and one-half of the right-of-way dedication, an increase of 20 to 27 feet, from both sides of River Road from the future Hill Country Drive Arterial thoroughfare south for the segment where Word-Borchers Ranch Joint Venture currently own both sides of River Road. The remaining section towards Loop 337 will require a 30-foot dedication for unplatted properties to result in a minimum 80-foot right-of-way that allows for a four-lane undivided roadway section with 6-foot sidewalks and a 10-foot roadside area, consistent with previous Veramendi plats.

 

ISSUE:

Designate the River Road Principal Arterial thoroughfare between Loop 337 and Hueco Springs Loop Road in the City of New Braunfels Regional Transportation Plan in accordance with the Veramendi Development Agreement and associated locations as shown on the submitted River Road ROW Dedication Exhibit.
