BACKGROUND INFORMATION:
In 2018 The City engaged Moeller and Associates to complete preliminary schematic design of Barbarosa Road. In 2021, the project was submitted to the Alamo Area Metropolitan Planning Organization 2023-2026 Transportation Improvement Program (TIP) call for projects and was awarded $9 Million dollars in construction funding. The city is responsible for the cost of project development and right-of-way acquisition, and 20 percent of construction costs. The project will include drainage, roadway, and pedestrian improvements.
Drainage design will consist of curb inlets, concrete channels, and underground trunk mains to convey stormwater to designated outlets. Roadway improvements will consist of widening 1.6 miles of the existing 2-lane road to a 4-lane-divided with turn lanes at designated intersections and commercial properties. Pedestrian improvements will add a 6’ sidewalk, 10’ shared-use path, intersection ramps, and necessary ADA components.
City staff issued a Request for Qualifications (RFQ) in August of 2022 and after evaluation of the responses, selected STV as the best qualified. STV submitted a fee of $1,932,814 for the full project design. City Council previously approved $633,840 for the 30% design portion of the project using Roadway Impact Fees from Service Area 6.
STV has completed the 30 percent design which will allow the city to enter into an advanced funding agreement (AFA) with TxDOT for partial construction funding. The final design of the project which is the remaining fee of $1,298,974 will be funded by 2023 Bond Proposition 1 funding as approved by voters.
ISSUE:
Continue an ongoing program of infrastructure, construction, and maintenance.
Seek alternative funding sources and partnerships that extend city tax dollars.
FISCAL IMPACT:
Funding for this project was included in the 2023 Bond Proposition 1, therefore sufficient funds are available.

Staff recommends approval to authorize the City Manager to execute a contract modification with CP&Y (STV) in the amount of $1,298,974 for the final design plans, specifications, and estimates of Barbarosa Road/Saur Lane from FM 1101 to Saengerhalle Road.
