DISCUSSION:

Kimley- Horn & Associates will hold a discussion regarding the Roadway Impact Fee Study updates to land-use assumptions, capital improvements, and the maximum allowable fee.

 

Roadway Impact Fees are determined based on land use, growth estimates and planned capital improvements within each of the established service areas. New Braunfels is divided into six service areas that meet the requirements of state law for impact fees. Impact fees are intended to be collected in each service area for use in that service area for projected needs to service new development during the next ten years.

 

During the August 18, 2026 meeting of the Roadway Impact Fee Advisory Committee, Kimley-Horn provided a presentation on the Land Use Assumptions, Capital Improvement Plan and Study, which included the maximum assessable fee per vehicle-mile being proposed with the 2026 Study as follows:

 

Service Area 1: Maximum Assessable Fee per Vehicle Mile = $1,549(previously $1,066)

Service Area 2: Maximum Assessable Fee per Vehicle Mile = $1,590(previously $319)

Service Area 3: Maximum Assessable Fee per Vehicle Mile = $1,156(previously $505)

Service Area 4: Maximum Assessable Fee per Vehicle Mile = $3,377(previously $2,349)

Service Area 5: Maximum Assessable Fee per Vehicle Mile = $1,550(previously $1,371)

Service Area 6: Maximum Assessable Fee per Vehicle Mile = $1,828(previously $1,777)

 

The Roadway Impact Fee Advisory Committee is charged with the responsibility to provide written comments to City Council regarding the land use assumptions, capital improvements plan and impact fee as well as advising Council on a recommendation on where to set collection rates for impact fees and an effective date.  These comments must be submitted to City Council 5 days before the public hearing, which is planned for October 26, 2026.

 

Kimley-Horn will provide additional details regarding the calculation of the maximum fee and the collection rate of benchmark cities. City staff and Kimley- Horn will seek direction from the committee on any additional information required to facilitate the committee providing the required recommendation to City Council.
