Discuss and consider a resolution recommended by the New Braunfels Economic Development Corporation (NBEDC) approving a project expenditure, not to exceed $3,500,000, to the City of New Braunfels for construction of the Zipp Family Sports Park, a project authorized under 505.152 of the Texas Local Government Code; and declaring an effective date.

BACKGROUND INFORMATION:
Proposition 2 of the 2019 Bond Program was approved by voters and included funding for Parks and Recreation projects. In June 2019, the NBEDC Board unanimously approved an expenditure, not to exceed $15,000,000, to the City of New Braunfels for the design and construction of the Sports Field Complex, an eligible project related to recreational or community facilities.
At a joint workshop on July 6, 2023, the NBEDC and City Council received an update on the final estimated cost for the project after undertaking an extensive value engineering process. Staff presented several recommendations to reduce the project’s funding deficit. After discussion of the items, the NBEDC provided general direction to advance an additional $3,500,000 expenditure to close the funding gap and commence the project. The NBEDC Board received a final update and presentation on the Sports Complex at its July 20, 2023, regular meeting.
The NBEDC held a public hearing at a special-called meeting on August 3, 2023. After discussion, the NBEDC voted unanimously to support the additional sports complex expenditure, not to exceed $3,500,000.
ISSUE:
Staff received direction from the NBEDC to advance an additional expenditure to help the Sports Complex project to commence. The additional $3,500,000 will go towards closing the existing funding gap and address construction costs to include seeding, planting, turfing, irrigating, and landscaping of the sports fields (four baseball, four softball, and two soccer), plaza and parking areas.
FISCAL IMPACT:
The NBEDC has adequate funds for this project expenditure.
