BACKGROUND INFORMATION:

On August 28, 2023, City Council approved a contract modification with KCI Technologies, Inc (KCI) to complete the final plans, specifications, and estimates (PS&E) for Kohlenberg Road as part of the 2023 Bond Transportation Proposition.  The project limits are from IH35 to FM1101 and will widen the roadway from 2 lanes to 4 lanes and will include turn lanes, medians, traffic signals, pedestrian improvements, a 10’ shared-use path, and a 6’ sidewalk.  The project also includes roadway widening on FM1101 due to the traffic signal warranted at this intersection as part of the overall traffic mitigation.  

 

As the project has progressed towards 100% PS&E, KCI has had to accommodate design changes due to significant development improvements along Kohlenberg Road including the addition of the Costco Driveway and a 4-lane intersection from Mayfair, and continued facilitation of the utility coordination process to clear any conflicts with the proposed improvements; all of which have required previous funding modifications to the KCI contract.  An additional modification is necessary for KCI to provide supplementary utility coordination and to deconflict overlapping road-widening improvements at FM1101. These overlapping road-widening improvements are a result of a residential development adding a traffic signal to an adjacent intersection along FM1101, mandated by their traffic impact analysis. The road-widening mitigation will encroach into the project limits as currently designed.  The development project will take place before the Kohlenberg Road project thereby triggering the need for the PS&E revisions. The current contract modification (#5), added with the previous modifications (#3 & #4), will be greater than City Manager signature authority ($100,000), requiring City Council approval. Total contract value with all modifications will be $1,857,033.

 

The breakdown of the original contract and subsequent modifications is as follows:

 

-Original Contract: 2019 Bond Preliminary Engineering - Council approved $164,180

-Modification #1: 2023 Bond Preliminary Engineering update - Council approved $212,362

-Modification #2: Final PS&E Contract - Council approved $1,308,404

-Modification #3: Addition of Mayfair intersection, traffic signal, PS&E revisions $31,360 (within City Manager authority).

-Modification #4: Costco driveway, revise drainage, revise ROW, PS&E revisions $66,904 (within City Manager authority)

-Recommended Modification #5: $73,823, FM1101 road-widening overlap, utility coordination, PS&E revisions - City Council approval requested with this item.

 

 

 

ISSUE:
