BACKGROUND INFORMATION:

On November 10, 2025, after a public hearing and first reading, the New Braunfels City Council approved an ordinance establishing the Tax Increment Reinvestment Zone Number Five (TIRZ 4 - Zipp Park) for a duration of 20 years. The TIRZ 4 boundary is comprised of approximately 195.9 acres (including rights of way). The 2025 baseline preliminary taxable property value of TIRZ 4 was approximately $1,050,000.

 

Per Chapter 311 of the Texas Tax Code, the TIRZ will allow the City to use the incremental increase in property taxes above the base (2025) year collections for designated improvements within the zone area. The Preliminary Project and Finance Plan calls for 85% of the City’s property tax to be directed into the TIRZ fund. The plan identifies eligible projects including parks and streetscape enhancements, public infrastructure improvements, public infrastructure improvements, and economic development grants.

 

Before City Council can approve a final version of the TIRZ 4 Project and Finance Plan, the TIRZ 4 Board will need to convene and address any edits and necessary revisions. At a future meeting, the TIRZ 4 Board will take formal action to approve the Final Project and Finance Plan and advance the document for City Council approval.

 

The TIRZ 4 Board approved the Project and Finance Plan at their July 6, 2026 meeting; however, the TIRZ consultant advised additional updates to the plan. The Board will be provided these updates - and will need to complete the project category estimates - before approving the document, again, for City Council consideration.

Review and discuss additional edits to the TIRZ 4 Project and Finance Plan, take action to approve, and recommend the Plan to City Council for final adoption.

FISCAL IMPACT:

There is no fiscal impact for this item; adopting the Project & Financing Plan is a requirement of establishing a TIRZ.

RECOMMENDATION:

Staff recommends approval of the additional edits of the Project and Finance Plan - and recommends the document for City Council consideration.
