BACKGROUND INFORMATION:
As part of the Dry Comal Creek and Comal River Watershed Partnership, the City of New Braunfels has been proactively implementing a Watershed Protection Plan for the Dry Comal Creek and Comal River watershed, which was formally accepted by the United States Environmental Protection Agency on September 21, 2018.
As part of a study conducted by Arcadis that concluded in July 2022, the Watershed Partnership evaluated the potential effectiveness of structural stormwater Best Management Practices (BMPs; e.g., in-pipe filters, detention basins) for reducing E. coli due to stormwater runoff in the Dry Comal Creek and Comal River. The City has two bioretention ponds that are good candidates for monitoring effectiveness of natural BMPs for E. coli removal (Elizabeth Ave./ Landa Park Dr. intersection and Landa Park Aquatic Center Parking Lot). Thus, following construction, the City will be able to monitor E. coli removal performance from both natural and manufactured BMPs.
Originally, a 72-inch stormwater outfall located north-west of the intersection of North Santa Clara Avenue and Eikel Street was selected for this project. During the initial schematic design phase, it was determined the cost of construction was going to considerably exceed the allocated budget for construction. Instead of continuing the design for the Eikel/ Santa Clara location without the appropriate funds secured for construction, it was determined that changing the location of the project would prove to be a better use of time and resources during the design phase and, ultimately, produce a project design that was constructable under the existing funding constraints. A second location was identified on Bergfeld Avenue that would be conducive to a more realistic and positive outcome for the project. The new location for the project would be near the northern terminus of Bergfeld Avenue where three 60-inch stormwater pipes discharge to an earthen swale that flows directly to the Dry Comal Creek.
Services provided by Arcadis U.S., Inc will include 100% design of an in-pipe stormwater filtration system at Bergfeld Avenue, construction supervision, establishment of operation and maintenance procedures for the system, TCEQ task report, water quality monitoring support, and final evaluation report.
Initially, the City worked with Arcadis U.S., Inc in developing the scope and fee for the design of the Eikel Street/ Santa Clara Avenue In-Pipe Stormwater Filtration System, support for operation and maintenance of the system and water quality testing post-construction, and required reporting to TCEQ. Staff are recommending Arcadis U.S., Inc. to continue the design for this project at the Bergfeld Avenue location. The draft schematic design documents for the Eikel Street/ Santa Clara Avenue will be provided, along with all project deliverables for the Bergfeld Avenue location, to be kept on file to inform future water quality projects. The contract supporting Eikel Street/Santa Clara Avenue will be closed and efforts will be contracted to the new location.
The Professional Service Agreement for the Eikel Street and Santa Clara Avenue project location will be terminated. A new Professional Service Agreement for the Bergfeld Avenue location will be executed to allow for the continuation of the water quality project at a cost of $262,600.
ISSUE:
Continue an ongoing program of infrastructure, construction, and maintenance. Seek alternative funding sources and partnerships that extend city tax dollars.
FISCAL IMPACT:
The fee for this work is $262,600. The City will be reimbursed for this expense through the ‘Dry Comal Creek and Comal River Watershed Protection Plan Implementation: Wildlife, Pet, and Stormwater Management Measures and Outreach in New Braunfels’ contract with the TCEQ.
