BACKGROUND / RATIONALE:

The Solid Waste and Recycling Division is committed to providing environmentally friendly services and expanding opportunities for waste diversion.  The call for grant applications covers two fiscal years.

For the first year (2018), the Division is requesting grant funding in the amount of $7,500 for the purchase and installment of a vertical baler that compacts collected recyclables, saving space and creating industry spec bales ready for sale to a recycler. The baler would be installed at the City Recycle Center. The total cost of the project is estimated to be at least $18,700.  The Division will provide a 50% match toward the total purchase cost of the equipment, which is estimated to be $15,000. The City will also provide some in-kind project services for the grant project, estimated to be $3,700, which includes staff and supplies associated with project, management electrical service, and site preparation.  The addition of this equipment will allow residents and businesses in the New Braunfels area a local outlet for recycling miscellaneous recyclable plastics, known as “bulky rigid plastic.” Bulky Rigid plastics include large plastic items, such as lawn furniture, baskets, buckets, and crates.  Accepting this material for recycling increases diversion from the landfill, extending its useable life.

For the second year (2019), the Division is requesting funds in the amount of $15,000 for the purchase and installment of a 40 cubic yard compactor that compresses collected single-stream recyclables in the City Recycle Center. The total purchase cost of the equipment is estimated to be at least $30,000.  The Division will budget for a 50% match toward the equipment purchase, as well as some in-kind services, which includes project management, electrical service, and site preparation. In-kind contribution is estimated to be $2,500 and total project cost is estimated to be $32,500. Currently, two 20 cubic yard rear-load trucks are used to compact collected cardboard, paper, glass bottles and jars, metal cans, and plastic containers from residents.  However, due to the high volume of material brought to the Center by patrons, both are emptied at least weekly. The compactor would replace those two vehicles in the drop-off center, allowing them to be utilized for collection operations and saving approximately $2,500 annually in operating costs for the Center.  In addition, it would increase the annual volume that could be accepted, which has increased by 26 tons over the past 5 years.

Both equipment items, if awarded, would also be utilized in the future, when the Center is moved or expanded at another location.

FISCAL IMPACT:

There is no matching requirement for the grant. However, in an effort to make the grant application more competitive, the Solid Waste Division will match the grant request for both projects by 50% and offer In-Kind services.  The match will be absorbed into the Solid Waste Division budget for FY17-18.
