Park Project Updates

DISCUSSION:
1. Comal River Improvements
Staff met with Freese & Nichols on Monday, October 11 to discuss next steps on the project. An internal staff team will be meeting in December to re-group on the project and finalize the project scope.
2. Alligator Creek Trail Master Plan Update
A draft schematic design has been submitted to staff for review and will be provided to the steering committee for final review at the next committee meeting in preparation for a public meeting. The meeting will be held on Wed., November 18 at 6PM, location TBD.
3. Dry Comal Trail Update
City is securing rights-of-entry in Segment 1 in order for the consultant to begin surveying later this month. Design process has paused to allow for completion of various NBU projects in and along Segment 1 (Town Creek).
4. Mission Hill Park Update
Texas Commission on Environmental Quality (TCEQ) comments were received 10/15 and the adjusted WPAP was resubmitted to them on 10/22. The design team is updating the construction documents to address remaining permit comments in anticipation of TCEQ’s approval of the WPAP. Staff anticipates having the revised plans the week of November 8th. We are drafting the bid documents with the intent of issuing the solicitation within a week of receiving approval from TCEQ. Clearance was received from the Texas Historic Commission (THC).
5. Elizabeth Street Parking Project
The parking lot is partially complete and in use for Wurstfest. Following the festival, construction will resume to finish out paving and punch list items. It is anticipated the street and parking lot will open the first of the year. Paving will be restricted due to weather since it is necessary to be 55 degrees and rising to pave.
6. NBU Sewer Line Replacement - Hinman Island Drive
Contractor is completing final landscape items and revegetation.
Related to this project is the NBU 24” water line replacement. Contractors continue to work on receiving pit on golf course and anticipate temporary stopping work during Wurstfest. Project looks to be complete on the Golf course after the first of the year.
7. McQueeney Water Line
A 24” water line is being installed from County Line road to McQueeney road through Fischer Park. Currently the water line has been installed through the Park, however the contractor will be working to revegetate the area and clean up all trench debris. This project will eventually tie into the Castell waterline project.
8. Sports Complex Update
90% construction documents have been submitted for review. Comments will be received in 30 days. Bidding is tentatively scheduled for January 2022.
Staff is refining the Operations and Maintenance Plan and beginning to develop a list of FF&E that is needed for the opening of the facility.
