BACKGROUND INFORMATION:
Chapter 311 of the Texas Tax Code authorizes the governing body of a municipality the ability designate a geographic area, by ordinance, to be a reinvestment zone.
The City of New Braunfels identified a 195.5-acre boundary in Guadalupe County as Tax Increment Reinvestment Zone Number Four - Zipp Park by Ordinance 2025-68 on November 10, 2025. TIRZ 4 includes the Zipp Family Sports Park and adjacent parcels and right of way. Additionally, City Council approved Ordinance 2026-07 on February 9, 2026, establishing the Board and appointing the first slate of Directors with two-year term expirations.
ISSUE:
Staff will provide a high-level presentation on tax increment financing, tax increment reinvestment zones, and the duties, responsibilities, and mission of the newly formed TIRZ 4 Board.
