BACKGROUND INFORMATION:

In May 2019, voters approved the 2019 Bond Program, which included the Zipp Family Sports Park in Proposition 2 - Parks and Recreation. The Sports Park (Phase 1) will require irrigation of approximately 50 acres of turf. To properly maintain the investment in the turf, a significant amount of water will be required annually. Over the past several years, City staff has worked with Green Valley Special Utility District (GVSUD) to develop a non-standard agreement for a reclaimed water supply system to irrigate the Sports Park that addresses the financial concerns of irrigating the 50 acres of turf in the park but also addresses the environmental and natural resource concerns that come with using potable water for irrigation. It was determined that utilizing reclaimed water would be the best way to manage both the financial and natural resources of the City.

 

Guadalupe Blanco River Authority (GBRA) has a reclaimed water line that is being directed to the Calpine Guadalupe Power Plant via 6 miles of 24” bar-wrapped concrete pipe from the Stein Falls Wastewater Treatment Plant (WWTP). The pipeline delivers a mix of raw Lake Dunlap water and effluent from the WWTP. Calpine currently uses approximately half of the available reclaimed water, which allowed GVSUD to secure 350 ac-ft/year of reclaimed water for the Sports Park.

 

GVSUD has developed a preliminary design to create a reclaimed water system that will be owned and maintained by GVSUD and will supply the Sports Park with Type 1 reclaimed water to be used for all irrigation onsite. The system will consist of a transmission pipeline along FM 1044, a GVSUD water storage tank, and a small treatment facility to treat the water from Type 2 reclaimed water to Type 1 reclaimed water.

 

Effluent water will provide a significant reduction in the economic cost of watering the Zipp Family Sports Park and will conserve natural resources for our community. The monthly water rate will be calculated using the O&M costs GVSUD incurs, which are similar to a potable water rate. GVSUD has estimated that the volumetric charge for the reclaimed water will be approximately 33% of the volumetric rate for potable water. The connection fee for the reclaimed system is also estimated to be approximately $1 million less than the potable water system connection.

 

The total project cost (connection fee) is $2,783,164, which includes engineering design, easement acquisition, and construction. Should the project cost exceed the connection fee, GVSUD will bill the city a capital recovery cost as part of its normal monthly billing over a five (5) year period.

FISCAL IMPACT:

The cost for the connection fee associated with the Non-Standard Service Agreement is $2,783,164 and is included in the Sports Park Project budget. Funding for the Sports Park was allocated in the 2019 Bond Program; therefore, sufficient funds are available.
