BACKGROUND INFORMATION:
The West Alligator Creek Trail Project includes approximately 1.1 miles of ten-foot-wide hike and bike trails, with pedestrian low water crossings and associated amenities along Alligator Creek from Goodwin Lane to the Oak Creek Estates neighborhood on either side of the creek. Planned amenities will include neighborhood connections with trail signage, seating areas, trash receptacles and mile markers. On January 18, 2024 the New Braunfels Economic Development Corporation approved an expenditure of up to $2,000,000 for the construction phase of the project.
ESP Associates, Inc., formerly Vickrey and Associates, LLC was approved by City Council on March 22, 2021, to develop the preliminary design of the Alligator Creek Trail Master Plan. On May 23rd, 2022, City Council approved a contract amendment to provide final design of the Alligator Creek Trail West portion of the project. Upon completion of the design, the City issued a solicitation for construction of the project which was awarded to Jerdon Enterprise, LP on September 23rd, 2024. ESP performed additional services related to easements and hydraulic modeling necessary to complete the construction plans, these contract modifications were within the approved contingency amount of the final design contract. The modification amount of $80,622 with ESP Associates, Inc. will incorporate these tasks and construction phase services to complete the project.

FISCAL IMPACT:
Funding to complete the construction phase of the project was allocated by the New Braunfels Economic Development Corporation in the amount of $2,000,000. On September 23, 2024, Jerdon Enterprise, LP was awarded the construction contract for this project at an amount up to $1,658,209. Therefore, sufficient funding is available for this contract modification.
