BACKGROUND INFORMATION:

Chapter 395 of the Texas Local Government Code requires a semiannual report on impact fee collection activity to be presented to the Impact Fee Advisory Committee, which subsequently forwards the report and its recommendation to the City Council. In accordance with changes implemented through Senate Bill 1883, effective September 1, 2025, the City established a new Roadway Impact Fee Advisory Committee.

 

Impact fees are intended to recover the proportionate cost of infrastructure necessitated by new development. For roadway impact fees, this includes the additional capacity required on arterial and collector roadways that support the City’s transportation network. The City of New Braunfels has established six roadway impact fee service areas. Fees collected within each service area may only be used to fund eligible projects identified within that area’s Roadway Impact Fee Capital Improvements Plan.

 

On May 4, 2026, Becky Wiatrek, Assistant Director of Finance, presented the attached report to the Roadway Impact Fee Advisory Committee on behalf of the City of New Braunfels. Prepared by the Finance Department, the report summarizes roadway impact fee revenues, expenditures, and encumbrances by service area for the reporting period.

Recommendation

RECOMMENDATION:

On May 4, 2026, the Roadway Impact Fee Advisory Committee unanimously recommended that the City Council accept the Roadway Impact Fee Report for April 1, 2025, through September 30, 2025. Staff recommends approval.
