BACKGROUND INFORMATION:
The West End Area Plan recommended the creation of a Tax Increment Reinvestment Zone to help establish a dedicated source of funding for future projects within the West End area.
After a public hearing and first reading, City Council approved an ordinance establishing the Tax Increment Reinvestment Zone Number Five (TIRZ 5 - West End) on October 27, 2025, for a duration of 25 years. The TIRZ 5 boundary is comprised of approximately 156.45 acres (including rights of way). The 2025 baseline preliminary taxable property value of TIRZ was approximately $91,970,582.
Per Chapter 311 of the Texas Tax Code, the TIRZ will allow the City to use the incremental increase in property taxes above the base (2025) year collections for designated improvements within the zone area. The Preliminary Project and Finance Plan calls for 85% of the City’s property tax to be directed into the TIRZ fund. The plan identifies eligible projects including parks and streetscape enhancements, public infrastructure improvements, parking improvements, and economic development grants.
Before City Council can approve a final version of the TIRZ 5 Project and Finance Plan, the TIRZ 5 Board will need to review the plan, address any edits and necessary revisions, and take formal action to approve the document.
