BACKGROUND INFORMATION:

On August 10, 2026, City Council approved a resolution authorizing the submission of a grant application to Texas Department of Transportation for a Federal Aviation Administration Airport Infrastructure Grant for the Airport Pavement Rehabilitation Project.  On August 26, 2026, the Texas Transportation Commission awarded the City of New Braunfels grant funding in the amount of $2,719,224. The project includes the rehabilitation of multiple taxiways at the New Braunfels National Airport.

 

The New Braunfels National Airport has runway and taxiway infrastructure that has been in use since the US Army Air Corps built the airfield in 1940. Current taxiways need preventive maintenance to ensure continued operations. Recent projects at the Airport have addressed Runway 17-35, the North Ramp, portions of Taxiway A, Security Fencing, and a repair to Runway 13-31. The current project will focus on Taxiways A, F, E, and the Terminal Apron.

 

On March 9, 2026, City Council approved a contract with KSA Engineers to complete a Preliminary Engineering Report on the taxiway pavement, including a pavement condition index and geotechnical reports to identify critical maintenance areas and plan for the most effective use of the awarded grant funds. The KSA Engineers contract also included the final design, specifications, and estimates for the portions of taxiway prioritized for maintenance.

 

An invitation for competitive sealed proposals was released on July 14, 2026, and on August 5, 2026, the City received two bids. Don Jackson Construction was selected based on experience and qualifications, project timeline, and bid amount of $2,348,103.16.

 

The City will use KSA Engineers for construction administration, which includes grant reimbursement preparation, compliance with FAA requirements, including specialized material testing of FAA-specified pavement, and Resident Project Representative services to perform FAA-required inspections and field documentation throughout construction. The total not-to-exceed cost of the contract amendment with KSA Engineers is $217,562.

 

 

 

ISSUE:

Rehabilitation efforts are necessary for approximately 40,000 square yards of the terminal apron, taxiways A, E, and F to preserve pavement integrity, reduce foreign object debris, and extend the service life of the airfield infrastructure.

The City Participation will be paid from the Airport Fund and is budgeted in the FY 27 budget. Therefore, sufficient funds are available.
