BACKGROUND INFORMATION:
To support the repair and replacement of commercial refuse containers, the Solid Waste and Recycling Division has traditionally relied on a single refuse collector with a welding background. However, due to increasing demand, a growing number of commercial customers, and challenges with consistently staffing this specialized position, the Division implemented a pilot program using the outside vendor Waste Specialties, LLC. This vendor provided both services and materials for container repair and rehabilitation. The pilot proved to be successful, demonstrating greater efficiency and cost-effectiveness compared to previous methods.
A formal solicitation was published December 23, 2024, with a submission deadline of January 21, 2025. A single response was received from Waste Specialties LLC. After evaluating the response and taking into consideration that Waste Specialties is currently providing these services for the City in a successful manner, staff recommends moving forward with an award to Waste Specialties LLC, with an estimated annual spend of $150,000. The contract term will be through September 30, 2027, with two (2) renewal terms of one (1) year each. Services will be billed according to the price schedule attached.

FISCAL IMPACT:
The estimated annual spend of this contract is $150,000. Funding is incorporated within the FY 2025 Adopted Solid Waste Fund Budget to support this expenditure. Therefore, sufficient funds are available. Future funding will be conditional based on available budget.
