BACKGROUND INFORMATION:
The New Braunfels National Airport has infrastructure (runways and taxiways) that have been operating since the airfield was built by the US Army Air Corps in 1940. Current taxiways need preventive maintenance to ensure continued operations. Recent projects on the airport have addressed Runway 17-35, the north ramp, Taxiway A, and repairs on Runway 13-31. The current project will now focus on Taxiways A, E, and F.
Funding for the project originates with the Bipartisan Infrastructure Law (BIL), which appropriated funds specifically for airports within the National Plan of Integrated Airport Systems (NPIAS). As a National Airport, New Braunfels was awarded a total of $3,820,000 over five annual installments to support airport infrastructure, including perimeter security fencing of the property and rehabilitation of the Airport’s aging runways and taxiways. The perimeter fencing project has been completed. The remaining BIL funds of $2,190,772 plus Federal Entitlement Grant funds of $450,000 will now be used to support the pavement rehabilitation project for a total project budget of $2,779,760.
Federal funding of $2,640,772, along with a 5% local match of $138,988 will be used to support the project totaling the project budget of $2,779,760.
ISSUE:
Rehabilitation efforts are necessary for approximately 37,000 square yards of taxiways A, A1, E, and F to preserve pavement integrity, reduce foreign object debris, and extend the service life of the airfield infrastructure.

FISCAL IMPACT:
If awarded, Federal funding will cover 95 percent of eligible project costs for the New Braunfels National Airport Pavement Rehabilitation Construction Project. The total project cost is estimated at $2,779,760, with $2,640,772 funded through the grant and the remaining $138,988 supported by the Airport Fund. This item is for approval of the resolution for submission of the grant application only. It is not approving the actual expenditures. The related expenditures will be incorporated into the FY 2027 Proposed Budget.
