BACKGROUND INFORMATION:
On December 15, 2022, the New Braunfels Economic Development Corporation (NBEDC) directed the Transportation and Capital Improvements Department to move forward with the next step for the design of sidewalks as identified in Phase 1 of the Citywide Pedestrian Improvement project. The six sidewalk locations have been broken into two scopes (packages) to address varying complexities. The NBEDC approved funding for final design at its April 20, 2023 meeting and the City Council approved this funding at its May 22, 2023 meeting.
Package 1 of the Citywide Pedestrian Improvement Project includes sidewalks along Oak Run Parkway and Hinman Island Drive/Prince Solms Park. These projects were recently awarded construction funding through AAMPO along with three additional areas.
Package 2 of the Citywide Pedestrian Improvement Project includes sidewalks and crossings at: Klein Road Elementary and New Braunfels Middle School area (Settlers Crossing, Pahmeyer Road and Savannah Hill Circle), Landa Street and Loop 337 Access Road intersection, and Oak Run Parkway and Westpointe Drive intersection.
The NBEDC Board received a presentation on the construction of the Package 2 sidewalks and an update on Package 1 of the project at its April 18, 2024 meeting. The cost to complete the construction of the proposed improvements and for other construction phase expenses is $1,300,000. The NBEDC approved this project expenditure unanimously at its May 16, 2024 meeting.

1. Identify and establish planning, capital, and operating funding to support and maintain a well-connected transportation network serving pedestrians, bicyclists, transit users, children, older individuals, individuals with disabilities, motorists, and freight vehicles.
5. Develop a sidewalk inventory and process to assess pedestrian connectivity and Americans with Disabilities Act (ADA) accessibility and establish priorities for funding, constructing, and maintaining pedestrian improvements.
FISCAL IMPACT:
The construction phase cost is estimated to be $1,300,000; the NBEDC has adequate funds for this project expenditure.
