BACKGROUND INFORMATION:
On September 13, 2021, City Council passed a resolution of support to accept grant funds from the Texas Water Development Board (TWDB) and provide funding for the City’s required 25 percent match. The TWDB 2020 Flood Infrastructure Fund (FIF) grant award was for a total amount not to exceed $1,106,781 of which the granting agency will reimburse eligible costs for up to $777,143, with a City match amount not to exceed $329,638. The project is anticipated to take approximately three years from the date of the Council resolution. In FY 2022, matching funds of $110,000 were included in the adopted budget.
Freese and Nichols, Inc. developed a scope and fee for the development of the regional flood planning study in accordance with the grant specifications in the amount of $942,523.00 of which $706,892.25 will be reimbursable from the FIF grant. The City will be responsible for $235,630.75.
Freese and Nichols, Inc. has also developed a scope and fee for project management and administration tasks that were not included in the grant funding but are necessary for the implementation of the project in the amount of $179,417.40
ISSUE:
Continue an ongoing program of infrastructure, construction, and maintenance.
Seek alternative funding sources to extend city tax dollars.
FISCAL IMPACT:
Funding from the Texas Water Development Board Flood Infrastructure Grant will fund $706,892.25 of the Drainage Area Master Plan study. $110,000 of City match funds are allocated in the FY22 Adopted Budget as an Interfund Transfer in the General Fund. The City match funds will be transferred to the Grant Fund to account for all spending and reporting for the grant. The remaining $399,055 will need to be identified over the next two years as part of the budgeted allocation in the General Fund.
