BACKGROUND INFORMATION:
The City of New Braunfels is seeking to amend a section of the New Braunfels Code of Ordinances that pertains to Home Quarantine. This section of the code can be amended to allow for Home Quarantine of an animal without the need for approval of the victim or guardian.
This will allow the Animal welfare officer to make the determination if Home Quarantine will be allowed based on the 8 other requirements (see attached). This can also allow for the Home Quarantine to occur and not provide an undue financial burden on the owner of the animal if the occurrence was not provoked.
Additionally, the age of the animal or other medical issues may also be detrimental to the animal’s overall health if it is quarantined at a facility other than the owner’s home. Being quarantined at a facility may cause the animal undue stress making it less likely to complete the 10-day quarantine.
ISSUE:
With the victim making the determination on Home Quarantine they may be making a decision based on emotions and not facts. They may not have all the information of the case, whereas the Animal Welfare staff will be able to make a non-biased decision on whether Home Quarantine is allowed.
