BACKGROUND INFORMATION:
On September 21, 2022, staff presented the New Braunfels Economic Development Corporation (NBEDC) results of a survey in which the Board ranked eligible economic development projects. The Dry Comal Creek Trail Segment 2 Feasibility Study was ranked as the 9th highest priority.
The City of New Braunfels Dry Comal Creek Greenway Master Plan was completed in 2018 and is the guiding document for programming pedestrian and bicycle trails along the Dry Comal Creek. The scope of work is the feasibility study, including preliminary design and engineering, of Segments 2 and 3. Segment 2 begins at Walnut Avenue and extends westward roughly 1.4 miles to Loop 337 near the New Braunfels Little League fields. Segment 3 begins at Loop 337 and extends westward roughly 3,400-feet to Altgelt Lane. Due to the relatively short length of Segment 3 and to provide continuity between segments within the city limits, Staff is recommending completing the feasibility study for Segments 2 and 3 concurrently.
Each trail project has its own unique set of constraints that dictates how the trail can be developed. The goal of the feasibility study is the identification of project constraints for each trail segment. The major constraints expected for Dry Comal Creek Segments 2 and 3 are real estate, environmental, floodplain, topography, and community desires. The preliminary design will guide the project into final design and right-of-way acquisition when funding for those phases are identified.
The New Braunfels Economic Development Corporation (NBEDC) approved the project expenditure for the feasibility study, not to exceed $485,584, at its July 2023 regular board meeting.
ISSUE:
Continue an ongoing program of infrastructure construction and maintenance.
FISCAL IMPACT:
The NBEDC has adequate funds for this project expenditure.

RECOMMENDATION:
Staff recommends approval of a Professional Services Agreement with Vickrey & Associates, LLC not to exceed $485,584 for preliminary design and engineering of the Dry Comal Creek Trail Segments 2 and 3.
