BACKGROUND INFORMATION:

On May 8, 2025, the Community Development Advisory Committee reviewed and discussed eligible competitive applications received for Community Development Block Grant (CDBG) Program Year 2025 funding on March 11, 2025, from the following non-profit organizations, to develop estimated funding recommendations for:

 

PUBLIC SERVICES

                     Big Brothers Big Sisters: mentoring services for youth

                     CASA of Central Texas, Inc.: court advocacy for abused and neglected children

                     Comal County Family Violence Shelter Inc. d/b/a Crisis Center of Comal County: supportive services for emergency shelter beneficiaries

                     Comal County Senior Citizens Foundation: home-delivered meal program

                     Connections Individual and Family Services, Inc.: supportive services for children and youth in emergency shelter and transitional housing

                     Family Life Center: emergency rent and utility assistance

                     Family Promise of Greater New Braunfels: supportive services for families in transitional housing

                     National Church Residences Foundation: costs for basic and emergency needs pantry program

                     River City Advocacy, Inc.: mental health counseling services

                     San Antonio Food Bank: emergency food assistance

 

PUBLIC FACILITIES

                     Comal County Family Violence Shelter Inc. d/b/a Crisis Center of Comal County: costs for construction of transitional housing for families

                     NB Housing Partners: remodeling activities such as plumbing, HVAC, fire detection and suppression systems, and metal building repairs and modifications at emergency shelter

                     New Braunfels Housing Authority: replacement of boiler at multi-family housing complex

                     New Braunfels Youth Collaborative: remodeling activities such as electrical, plumbing, and HVAC repairs at youth center

 

HOUSING

                     Cande’s Way: minor home repair program

 

At the time of the meeting, the CDBG Program Year 2025 allocation amount was unknown so in accordance with the City’s standard process, funding recommendations were formed by CDAC based upon the current Program Year 2024 amount of $495,919. After this meeting, staff was notified by the U.S. Department of Housing and Urban Development that the allocation for CDBG Program Year 2025 is $454,245. As such, staff has formed adjusted recommendations that will be considered and, if in agreement, approved by CDAC and incorporated into the 2025-2029 Consolidated Plan and its associated Annual Action Plan for Program Year 2025 that is in development.
