BACKGROUND INFORMATION:

In accordance with Texas Government Code Chapter 791, this item requests approval for the City Manager to enter into an Interlocal Agreement purchasing agreement with the Joshua Independent School District. This Interlocal Agreement offers shared procurement opportunities between governmental entities to engage in the purchase of goods and services. By utilizing this agreement, the participating members will handle all governmental procurement requirements including the competitive bidding process, so the entities can immediately access contracts as need, saving time and money on the bidding and purchasing process. The City of New Braunfels utilizes several similar cooperatives, which adds capacity to the purchasing process without the expense of adding staff.

Use of this agreement helps facilitate purchases at best cost and more efficiently, including direct sales between local governments such as municipalities, school districts, and/or counties. There is no cost associated with the use of the Interlocal Agreement.

Joshua ISD seeks to direct purchase of a police patrol vehicle (2019 chevy Tahoe-K-9 use) for $9,500.  This vehicle is declared as surplus and has been replaced with the 2026 replace schedule.
