BACKGROUND INFORMATION:

New Braunfels fire engine #10402, a 2010 Pierce engine assigned to Fire Station #3 is no longer suitable to be a front-line apparatus.  This unit has 129,647 road miles and has had major repairs to both the motor and transmission. Fire district 3 is the busiest district in the city. Staff is recommending Fire engine #10402 be shifted to reserve status, replacing fire engine #04404, a 2004 Pierce engine.

 

Current manufacturing lead times for new apparatus are approximately 16 to 18 months.  This purchase will be a custom apparatus, specifically constructed for New Braunfels that is consistent with the current fleet. The units are built on request and can only be secured by providing a purchase order number.

 

The department is requesting purchase approval for an amount $866,000.00 with Siddons-Martin Emergency Group who is approved through a cooperative Buyboard contract.  The proposed price includes a trade in amount of $20,000 for the 2004 Pierce engine which is being declared as surplus.  The proposed price also includes all required NFPA 1901 equipment.

 

 

ISSUE:

Public Safety:  Continue to ensure the protection of citizens’ lives and property

 

 

FISCAL IMPACT:

The Public Safety proposition within the 2019 Bond Fund is expected to have significant savings at the completion of construction. The savings will allow for the purchase of the previously mentioned vehicles. Due to the unknown as it relates to construction (weather/materials), if the estimated savings were to be used for unexpected construction cost for either PD or Fire Station 2 & 3, the General Fund would require a budget amendment at that time.

Staff recommends approval for a purchase through Siddons-Martin Emergency Group, LLC for a replacement bult to New Braunfels Fire Department specifications fire engine built by Pierce Manufacturing and to declare the existing engine #04404 as surplus.
