BACKGROUND INFORMATION:
The City issued a Request for Qualifications on January 27, 2026, for qualified Architectural/Engineering firms to submit a Statement of Qualification to complete a Feasibility Study & Site Assessment for a combined Public Safety Training Center.
The Statement of Qualifications was due on February 18, 2026, and the city received 11 responses. After staff from Police, Fire, and Transportation and Construction Services completed the scoring, evaluation, and interviews, it was found that Randall Scott Architects, Inc., was the most qualified firm.
The Feasibility Study will identify short and long term training facility needs for both Police and Fire, create a conceptual facility design and estimate, and identify potential phasing options for the facility buildout. The Site Assessment will identify potential properties for the facility and evaluate the viability of those properties for development. Randall Scott Architects, Inc. submitted a fee proposal of $150,000 to complete this feasibility and site assessment study.

FISCAL IMPACT:
Funding for the project described above has been identified in the FY 2026 Police Department Budget. Therefore, sufficient funds are available.
