BACKGROUND INFORMATION:

The Gruene Road and Post Road Intersection will include realignment of the intersection, as well as improvements to pedestrian and drainage infrastructure. The Zipp Road and Old Zipp Road Intersection will be reconstructed and will include roadway, pedestrian, and drainage improvements. Both projects are Roadway Impact Fee-eligible, which will provide funding for the construction of the improvements. The Gruene Road and Post Road Intersection project is within Service Area 3, and the Zipp Road and Old Zipp Road Intersection project is within Service Area 5.

 

A Competitive Sealed Proposal (CSP) for the construction of the two projects was issued on May 21, 2026. On June 18, 2026, the City of New Braunfels received three qualified bids for the project. After scoring and evaluation, E-Z Bel Construction was found to be the best value contractor among the competitive bids. E-Z Bel Construction submitted a bid of $1,831,973, and city staff recommends an additional 10 percent owner’s contingency of $183,197 for a total amount not-to-exceed of $2,015,170.

FISCAL IMPACT:

The project will be funded by Roadway Impact Fees in Service Areas 3 and 5; therefore, sufficient funds are available to award this contract as described above.

 

 

 

Recommendation

RECOMMENDATION:

Staff recommends approval of a contract award to E-Z Bel Construction for the Gruene Road and Post Road Intersection project and the Zipp Road and Old Zipp Road Intersection project, and authorization for the City Manager to execute any change orders and project expenditures up to the contingency amount.
