BACKGROUND INFORMATION:

The Transportation Division has received a request from two property owners along Springs Nursery to extend a recently established no parking zone on Comal Creek Trail to include both sides of the street in front of their properties. Both residents expressed safety concerns about vehicles parked on Springs Nursery in front of their homes restricting the pavement width for through traffic.

 

In 2023, the Transportation Division received a request from the Town Creek POA Safety Committee to restrict on-street parking along both sides of Comal Creek Trail between Springs Nursery. The reason for the request is the pavement width is difficult to navigate when vehicles are parked on-street. A traffic study was performed, which included a site investigation and review of the street area layout, roadway geometry, and applicable codes such as the City of New Braunfels Code of Ordinances and the International Fire Code which identify pavement width requirements for through traffic and emergency vehicle response. The results of the study concluded that the pavement width of Springs Nursery was adequate to support on-street parking and one-way through traffic without hindering emergency vehicle response. Based on an on-site demonstration with Fire Department staff and a fire truck, it was determined that some of the older model fire apparatus with tighter turning radius will not be able to make the turns on to and off of Springs Nursery while vehicles are parked on Comal Creek Trail near Springs Nursery. Staff recommended restricting parking along both sides of Comal Creek Trail from the eastern intersection with Springs Nursery westerly for a distance of 100 feet. The parking restriction was approved by City Council on January 8, 2024.

 

ISSUE:

Residents on Springs Nursery are requesting extension of an existing no parking zone because of safety concerns due to on-street parking.

 

FISCAL IMPACT:

Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY 2024 Approved Streets and Drainage Budget.Recommendation

 

RECOMMENDATION:

Based on the previous study, it is recommended to maintain the existing parking restrictions on Springs Nursery.
