BACKGROUND INFORMATION:
The Alamo Area Metropolitan Planning Organization (AAMPO) Citywide Pedestrian Improvements Phase 1 Project will increase pedestrian connectivity by completing sidewalk gaps and addressing ADA concerns for the following roadways:
- Alves Lane & Brook Avenue
- Christus Santa Rosa Area
- Hinman Island Drive
- County Line Road & FM725
- Oak Run Parkway
On November 25, 2024, City Council approved the final design contract with Freese and Nichols, Inc for $247,593. On May 21, 2026, the New Braunfels Economic Development Corporation (NBEDC) approved additional funding in the amount of $700,000 for the City of New Braunfels’ 20% match of the construction funding, construction contingency, and construction administration services. During design, two contract amendments were executed and funded for $29,344.50. Staff are asking for approval of Amendment 3 totaling $168,724.50, which will fund additional survey, construction administration, and TxDOT Local Government Construction Administration. The updated contract amount with Freese and Nichols, Inc, including amendments, is $445,662.

FISCAL IMPACT:
NBEDC has approved funding towards the AAMPO Citywide Pedestrian Improvement Phase 1 Project on May 21, 2026, for a total available funding of $700,000. Therefore, there is sufficient funding from the NBEDC for this scope of work.
Recommendation
RECOMMENDATION:
The NBEDC unanimously approved this project expenditure at its meeting on May 21, 2026.
Staff recommends the approval of a contract amendment to the professional services agreement with Freese and Nichols for Construction Administration Services for the AAMPO Citywide Pedestrian Improvement Phase 1 Project.
