Recommendation
After additional discussion, Park Staff have removed the addition of Market Plaza from the list of parks allowing alcohol. City events or City partnered events held at Market Plaza would already be exempted from the prohibition with section (c):
(c) The provisions of subsection (a) shall not apply to a city-permitted function where the consumption and possession of intoxicating liquors or alcoholic beverages are permitted as part of the activity.
