BACKGROUND INFORMATION:
On November 17, 2021 City staff issued an invitation for a Competitive Sealed Proposal (CSP) for the Mission Hill Park Improvements. These improvements included the construction of a parking lot and trail within the park.
On December 16, 2021 the City received two responses that were scored based on cost, relevant experience, and proposed schedule. Fischer Construction Company is the top ranked proposal at a cost of $297,588. Staff recommends a 12% contingency of $35,711 for a contract total not to exceed of $333,299.
The Task Order with Terracon is to provide construction materials testing services at the rates defined by their Master Service agreement for the proposed scope with an estimated fee of $9,905.
Additional professional services include a contract modification with Parkhill for Additional Design, Bidding, and Construction Administration Services for a fee of $47,000. When combining all three contracts, the total amount requested to support the construction of this project is $390,204.
Budget Amendment
The Park Development Fund has available funds within the appropriate quadrant (approximately $180,000) to support this project, but not enough to cover the entire project. Approximately $95,000 is available in the Parks and Recreation Department’s General Fund budget via savings from the Fischer Park playground project. A budget amendment, from General Fund reserves (fund balance) is recommended to provide the remaining funds needed to support the project. Therefore, the following amendment is recommended for City Council consideration.
Increase: General Fund - Parks and Recreation Capital Expenditures $115,204
ISSUE:
Development of Mission Hill Park has been waiting for available funding since approval of the Master Plan in 2016. With the cumulation of funds in Park Quadrant 4, a Phase 1 development of the park was pursued in order to provide access to the property for the public. Currently, there are no public parks between 46W and Loop 337. This portion of the project will provide trail access to scenic natural areas for residents.
FISCAL IMPACT:
With the funding allocated in the Park Development fund - Quadrant 4, savings from another park project within the General Fund and the recommended budget amendment, sufficient funds will be available to award the contracts for the services described above.
