BACKGROUND INFORMATION:

 

The Federal Aviation Administration recommends that airport sponsors own property located within the Runway Protection Zone (“the RPZ”) in fee simple.  The City owns in fee simple most of the property located within the RPZ for the runways at the New Braunfels National Airport.  The above referenced property is owned by Gregory and Pamela Kraft and is the only remaining portion of the RPZ of Runway 31 not owned in fee simple by the City of New Braunfels. 

 

ISSUE:

City Staff has made an offer to the property owners to acquire this property and has negotiated a settlement of $293,280.00.  The acquisition of this property will ensure that the RPZ for this runway will remain secure and free from any hazards or obstructions. 

 

Costs associated with this acquisition are eligible for partial reimbursement from funds available from TxDOT Aviation less applicable City match.  TxDOT Aviation will reimburse 90% of the appraised value but since the negotiated settlement is above the appraised value by $18,720, the airport is responsible for the additional consideration for a total of $48,048 (sum of $29,328 and $18,720). A budget amendment totaling $48,048 will be required in order to complete this purchase. The funding from this amendment will come from the Airport Fund.

FISCAL IMPACT:

A budget amendment totaling $48,048 will be required to complete this purchase. The above budget amendment accomplishes this.  The funding for this amendment will come from Airport Fund reserves.
