BACKGROUND INFORMATION:

In September 2024, the City was awarded a Safe Streets and Roads for All (SS4A) grant from the U.S. Department of Transportation (USDOT) in order to complete the assessment of right-of-way (ROW) assets related to the Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan. The assessment will also help inform the City’s Pedestrian and Bicycle Network Plan, which is included in the adopted Street Safety Action Plan. The total grant award is $875,000 and requires a 20% match from the City.

 

The City issued a request for proposals (RFP) on February 7, 2026, for the services to collect the ROW data, assess the data against current ADA standards, and apply a prioritization methodology to the data. The City received eight (8) responses to the RFP and evaluated the responses based on cost and qualifications.  The evaluation team concluded that Pape-Dawson Consulting Engineers, LLC (Pape-Dawson) was the best value to the City for the required scope of work.

 

The RFP was structured around an assumed ROW evaluation of 250 centerline miles, resulting in a total fee of $647,500 from Pape-Dawson. Because the exact required miles of assessment are unknown, staff is requesting contract authorization for the full grant amount, not to exceed $875,000.

 

ISSUE:

Although the City can use the existing partial ROW data to inform the ADA Self-Evaluation and Transition Plan that is planned to be adopted later this year, having a full ROW data set will allow for a more complete planning process for future ADA Self-Evaluation and Transition Plans, as well as future initiatives in the Street Safety Action Plan.

FISCAL IMPACT:

The total grant award is $875,000, of which the granting agency will reimburse 80% ($700,000) of eligible costs.  The City's required 20% matching contribution, totaling $175,000, was included in the FY 2025 Adopted Budget and satisfied during FY 2025.  Therefore, sufficient funds are available to support all eligible costs as described above.

Staff recommends approval of an agreement with Pape-Dawson Consulting Engineers, LLC to collect, analyze, and prioritize right-of-way data to be used with the City’s ADA Self-Evaluation and Transition Plan.
