Engineering staff received a request to evaluate the intersection sight distance for vehicles on Lindheimer Street at Comal Avenue and on Guada Coma Drive at Comal Avenue, specifically concerns about parked vehicles blocking the sight distance. Both Lindheimer Street and Guada Coma Drive are residential streets and are controlled by a stop where they each intersect Comal Avenue. Comal Avenue is classified as a minor collector in the City’s Thoroughfare Plan and has a posted speed limit of 30 mph. Parking by Permit Area G, which is effective between May 1st through September 30th, is located on the northeast side of Comal Avenue.

 

A sight distance investigation was conducted in accordance with A Policy on Geometric Design of Highways and Streets. Staff also conducted a site visit and observed multiple vehicles obstructing the intersection sight distance for vehicles entering Comal Avenue from either Lindheimer Street or Guada Coma Drive.

 

To allow for adequate intersection sight distance, staff is recommending that parking be restricted on the northeast side of Comal Avenue for 50 feet north of the intersection with Lindheimer Street to a point 50 feet south of the intersection with Guada Coma Drive.

 

Notices were mailed to affected property owners prior to this meeting to notify them of the proposed no parking zone.

Envision New Braunfels: Action 7.22: Adopt a Complete Streets policy to ensure ease of access for all people and all transportation modes.

 

FISCAL IMPACT:

Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY19-20 approved streets and drainage budget.

Staff recommends the creation of a no parking zone on the northeast side of Comal Avenue from 50 feet north of the intersection with Lindheimer Street to 50 feet south of the intersection with Guada Coma Drive.
