BACKGROUND INFORMATION:
In July 2025, the City launched a managed paid parking program for a portion of Downtown. Goals of the program were to improve downtown accessibility for all users, increase vehicle turnover in high demand corridors and consistently enforce parking ordinances.
The Downtown Board received a presentation on these parking initiatives and proposed program recommendations by the Board’s Parking Subcommittee at their September 19, 2025 meeting. One recommendation was the formation of a Downtown Parking Revenue Subcommittee to create and recommend a plan for reinvesting parking revenue into parking and other improvements in Downtown.
Action for this item creates a Downtown Parking Revenue Subcommittee and recommends that City Council appoint seven to nine (7 - 9) members through the City’s Boards and Commissions application process. Members of this subcommittee are recommended to be business or property owners within or immediately adjacent to the paid parking area. It is recommended that this subcommittee would meet no less than twice (2 times) per fiscal year to establish and recommend a plan for eventual City Council adoption.
The Subcommittee would be charged with focusing on downtown parking management policy, access and reinvestment of the managed parking revenues. Staff is proposing that the board’s focus be on achieving parking-related outcomes but could have the overall goal of enhancing downtown accessibility, mobility and parking management through improvements and services that support economic vitality, safety and convenience for visitors, employees and residents. This could include the reinvestment of parking revenues into new lots, wayfinding, lighting, landscaping, safe and clean teams, ADA upgrades or structured parking. The board can also advise and recommend projects in access and circulation, policy and outreach and parking management and operations. The intent of the subcommittee is to act as a liaison between property owners, city staff and city council and to ensure that the parking revenue proceeds are spent for the benefit of the entire downtown area.
