BACKGROUND INFORMATION:
City staff currently utilize New Braunfels Code of Ordinances Section 14‑7. Construction work hours and/or noise to regulate construction work hours. The existing allowable hours, 6:00 a.m. to 9:00 p.m., have created challenges in addressing community concerns, particularly in residential areas where early‑morning and late‑evening construction activity has been disruptive. In response to recent neighborhood impacts, staff propose amendments to establish a shorter construction window and more effectively balance construction needs with resident quality of life. This ordinance will alter the allowable hours to 7:00 am to 7:00 pm.
ISSUE:
The current construction work hours do not adequately address community concerns regarding disruptions, especially in residential areas.

The proposed Code amendments would be consistent with the following actions from Envision New Braunfels:
Action 1.11: Update policies and codes to achieve development patterns that implement the goals of this plan.
Action 3.6: Proactively provides a regulatory environment that remains business and resident-friendly.
