BACKGROUND INFORMATION:
The City has evaluated options to address the failing pavement section on San Antonio Street from Walnut Avenue to Academy Avenue. The City hired Terracon to perform a new geotechnical analysis and pavement section recommendation for the roadway. The pavement designs were evaluated by Public Works and the Transportation and Capital Improvements Departments based on the estimated cost and time to construct. Staff recommends a proposed design that includes a full hot mix asphalt section that fully replaces the existing pavement section.
The pavement design for the West San Antonio Street reconstruction project was provided by Terracon on May 13, 2024, and a bid for competitive sealed proposals was issued on July 16, 2024. On August 15, 2024, the City received five (5) bids. Lone Star Paving submitted a bid of $2,115,259.60. City staff evaluated the bids and selected Lone Star Paving as the best value vendor. City staff recommends approval of a 7% owner-controlled contingency of $148,068 for a total of $2,263,327.60.

Funding for the contract described above is available in the 2019 Bond Citywide Streets program, therefore sufficient funds are available.

RECOMMENDATION:
Staff recommends approval of a contract with Lone Star Paving for the reconstruction of West San Antonio Street from Walnut Avenue to Academy Avenue and authority for the City Manager to approve changes up to the contingency as well as other necessary project expenditures.
