COUNCIL DISTRICTS IMPACTED: 1, 5

BACKGROUND INFORMATION:

A contract with Interstate Parking and the City of New Braunfels was initiated in Spring 2025 to manage the paid parking of river parks and roughly one-quarter of the parking spaces in Downtown. The Downtown Managed Parking Program went into effect on July 7, 2025. This presentation will include downtown-specific data obtained and lessons learned during the first year of the program. The presentation will also include possible program recommendations/modifications.

A similar parking update was provided to the Downtown Parking Revenue Committee on August 11 and August 24, 2026, and to the Downtown Board on September 1, 2026.

ISSUE:

One year has elapsed since the start of the Downtown Managed Parking Program; data and metrics will be shared, along with possible program modifications.

STRATEGIC PLAN REFERENCE:

YES  Economic Mobility YES  Enhanced Connectivity N/A  Community Identity

YES  Organizational Excellence N/A  Community Well-Being

Economic Mobility - Improved access for customers, residents and visitors

The program enhances turnover and availability of curbside spaces, making parking more accessible for short stay visits to downtown businesses, which supports local economic activity.

Enhanced Connectivity - better customer experience through information, curb management and accessibility

Improved wayfinding signage and branded customer experience make navigating downtown parking easier and user-friendly, and the inclusion of dedicated ADA spaces supports more inclusive and efficient curbside space for a broader set of users.

Organizational Excellence - Revenues cover program costs and are reinvested into downtown improvements

Program revenues pay for enforcement and monitoring efforts and provide funding for additional infrastructure enhancements: lighting, wayfinding, pedestrian connections and additional parking supply.

FISCAL IMPACT:

There is no fiscal impact for this presentation. Adopting possible recommended program changes may have a financial impact; Council will consider these effects before taking any future action.

Recommendation

RECOMMENDATION:
