BACKGROUND INFORMATION:

On December 15th, the Redistricting Committee met for its final meeting and considered Draft Map A and Draft Map B.  The consultant created Draft Map A and provided that to the Committee. The Committee made some changes and developed Draft Map B.  After a public hearing, the Committee voted to adopt Draft Map B and recommend the same to City Council. No public comments were received during the public hearing. Additionally, no citizen maps were submitted for consideration.  Based on City Council Resolution 2021-R-64, citizens had from November 8, 2021 through December 6, 2021, to submit written comments in accordance with the resolution’s guidelines.  No written comments were submitted. The City created a redistricting web page that is accessible from the City’s website so that residents can review Draft Map A and Draft Map B, including the related Black and Hispanic maps and pertinent demographic tables.  The City also posted the redistricting information on its social media page (Facebook).

 

On January 5, 2022, City Council held a public hearing and approved the first reading of this ordinance adopting the new Reapportionment Plan that includes Draft Map B as recommended by the Redistricting Committee. In accordance with the state Election Code, January 19th is the first day a candidate can file for City Council District 1 and District 2 places. Therefore, it is important for this ordinance to be in effect so that the new redistricting maps will apply to the May 2022 municipal election

 

ISSUE:

This new Reapportionment Plan will revise the city council member district boundaries in response to the 2020 Census. City Council must adopt the new Reapportionment Plan that includes Draft Map B, as determined by the City Council after the public hearing on January 5th.

The Redistricting Committee recommends approval of this ordinance that adopts Draft Map B as the City’s new Reapportionment Plan thereby revising city council member district boundaries in response to the 2020 Census.
