BACKGROUND INFORMATION:

Crisis Center of Comal County individual Family Services is requesting a waiver of a portion of development-related fees for their project currently addressed as 635 Landa Street. Attached is their letter of request. The applicant is requesting waiver only of the permit fee for the project and has stipulated that if the 3rd party plan review expenses of the City for the review of this project exceed the plan review fees required by the adopted code, then the additional cost incurred by the City is to be deducted from the approved waiver amount.

 

Review fees cover the cost to review applicant-submitted project designs to ensure they meet the adopted International Code requirements, and the associated processing of a case or project. The associated Building Safety related fees for this project are as follows.

                     Plan review fee:                      $4,987.00

                     Permit fee:                                          $19,949.00

Crisis Center of Comal County is a not-for-profit entity that provides services to our community residents and relies on local contributions and assistance for support. They recently also received $1 million in federal ARPA (America Rescue Plan Act) funding and $125,000 in CDBG (Community Development Block Grant) funding for this project.

 

City Council has waived some development fees in the past for Habitat for Humanity (9/22/2014), Hope Hospice (5/26/2015), the New Braunfels Food Bank (01/25/2016) and

Connections not-for-profit (04/24/2023).

 

FISCAL IMPACT:

Total estimate of waiver is $19,949.00 for the permit fee only, as requested by applicant.
