BACKGROUND INFORMATION:

Fire Station #5 was built in 1988 and currently houses one ambulance, one engine and is staffed by six personnel. Renovations and expansion were identified by the Fire Department as part of preparing the City’s Capital Improvement Plan.

 

RVK Architecture was selected utilizing the City’s Indefinite Delivery/Indefinite Quantity Contract list of qualified consultants to perform preliminary design work and cost estimation. The renovations and expansion for Station #5 include an expansion of the men’s restroom, kitchen update, flooring upgrades, expansion of the parking lot and the addition of a security fence for personnel parking. It also involves the construction of a building addition that includes a weight room, storage for personal protective equipment extractor and equipment that need to be stored apart from the living quarters and diesel fumes of the fire vehicles in the equipment bay.

 

Over the course of the preliminary design, it was determined that bringing on a Construction Manager at Risk (CMAR) would help the final design process deliver the original scope of work, stay within budget, and mitigate any construction phasing issues with Fire Department staff.

 

RVK Architecture has provided a fee for final design and construction phase services at an hourly not to exceed contract amount of $280,378.

 

ISSUE:

Continue an ongoing program of infrastructure, construction, and maintenance.

 

FISCAL IMPACT:

Funding was incorporated into the 2022 Public Safety Tax Note to cover the costs described above. Therefore, sufficient funds are available.

RECOMMENDATION:

Staff recommends approval of a professional services agreement with RVK Architecture for final design and construction phase services for the renovation to Fire Station #5 and approval of CMAR as the delivery method for the project.
