BACKGROUND INFORMATION:
On February 13, 2023, City Council approved a contract with Alliance Transportation Group, LLC to develop the City’s Transit Development Plan (TDP). The TDP evaluated service options, including microtransit, flex service, fixed route, on-demand, and door-to-door paratransit. The plan also analyzed both the City’s transit needs and the opportunity to become a direct recipient of Federal Transportation Administration funding as the City of New Braunfels was identified as a Small Urban Transit District by the 2020 Census. A final draft of the Transit Development Plan has been received by the City.
Staff has identified the need for additional technical support to implement the Transit Development Plan and fulfill the requirements of the FTA for direct recipiency of transit funds. City staff worked with Alliance Transportation Group, LLC to develop a thorough statement of work and negotiated a final time-and-materials not-to-exceed total of $131,987.
A 12-month timeline is anticipated from November 2023 to November 2024. ATG will provide implementation support for the TDP, documentation support to prepare for direct recipiency of federal transit funds and support in the development of an RFP for transit services.

Create a self-sustaining public transit system.

ARPA funds have been set aside for expenses related to the public transit system.
